To keep pace with economic and technological changes, the government in Taiwan is engaged in ongoing collaborations with industry, academia and research institutions to cultivate international talent. The Ministry of Education (MOE) launched the "International Industrial Talents Education Special Program (INTENSE Program)" for talents coming to Taiwan for study and employment after graduation. Eligible students are provided an annual scholarship of NT$100,000 for up to two years. Industries are invited to actively contribute to this talent training process by providing mentors, internships and other resources. It also includes a living allowance of at least NT$10,000 per month from companies over those two years for a total of NT$440,000, and they are obligated to work in Taiwan for two years after graduation.
Times Higher Education(THE) announced Asia University Rankings 2024 in May, with seven Taiwanese universities in the top 100: National Taiwan University (26th), China Medical University, Taiwan (56th), Yang Ming Chiao Tung University (64th), National Tsing Hua University and National Taiwan University of Science and Technology (tied for 71st), Taipei Medical University (83rd), and National Cheng Kung University (94th). THE also ranked 18 Taiwanese universities among Best Young Universities in the World 2024, with three in the top 100: Yang Ming Chiao Tung University (49th), National Taiwan University of Science and Technology (52nd), and Asia University (83rd). Taiwan’s overall higher education level is internationally recognized.
In April, the semiconductor market research institute TechInsights listed the 2023 Top 25 Semiconductor Supplier Rankings, TSMC ranked first globally, followed by MediaTek (14th) and UMC (22nd). Taiwan has actively promoted international talent in technology and semiconductors.
In the annual report 2024, the Talent TAIWAN Office surveyed 1,021 foreign professionals from 64 countries residing in Taiwan, most of which are Employment Gold Card holders (81%). Living in Taiwan is highly valued with an average score of 8.16 out of 10. Approximately 60% of the surveyed expressed willingness to apply for permanent residence in Taiwan. The excellent quality of life, career development, friendly people, and family care are identified as good reasons to stay in Taiwan. Taiwan aims to continue building a friendly environment for international talents, aspiring to become their second home.
We highlight Vietnam’s talent status with key indicators in the QS World University Rankings and the INSEAD Global Talent Competitiveness Index.
(1) QS World University Rankings
In the Quacquarelli Symonds (QS) Ranking 2024, Vietnam has 4 of the world’s top 1,000 universities, including Duy Tan University (DTU), Ton Duc Thang University (TDTU), Vietnam National University, Ho Chi Minh City (VNUHCM), and Vietnam National University, Hanoi (VNU). The total undergraduate enrollment is approximately 180,000 students and the total graduate enrollment is 16,000 students. DTU ranks 341st globally in Engineering and Technology (E&T), while TDTU, VNUHCM, and VNU rank between 301st-350th, 351st-400th, and 451st-500th in Electrical/Electronic Engineering.
(2) INSEAD Global Talent Competitiveness Index
In the 2023 INSEAD Global Talent Competitiveness Index covering 134 countries, Vietnam ranked 75th in talent competitiveness, with six major assessment categories as follows: “Grow”(55th), “Enable”(59th), “Vocational and Technical Skills”(71st), “Global Knowledge Skills”(71st), “Attract”(72nd), and “Retain”(98th).
Vietnam excels in the Grow category, for instance, the Performance in the Program for International Student Assessment (PISA) in reading, math, and science (15th). In the Enable category, Vietnam provides excellent ICT infrastructure (13th). In the Global Knowledge Skills category, Vietnam's high-value exports (4th) contribute to building talents’ advanced skills.
To sum up, Vietnamese students perform well in PISA, and local higher education institutions are committed to nurturing talent in engineering fields. Additionally, Vietnam's overall salary levels are relatively competitive. More recently, with the restructuring of global supply chains, Vietnam has become one of the key potential countries for Taiwanese investment and talent acquisition.
