In July 2024, the Taiwan Semiconductor Research Institute (TSRI) hosted a short-term integrated circuit design training course, attracting 79 students from 10 European countries. This event highlighted Taiwan's leadership in the semiconductor industry and its appeal to global talent. A Czech student noted that Taiwan's advanced semiconductor industry and strong focus on R&D makes studying in Taiwan more appealing than in the United States. In addition, after taking the course, an Italian student expressed interest in pursuing a doctoral degree in IC design in Taiwan. The course also featured internships, underscoring Taiwan's commitment to nurturing international talent and fostering collaboration.
International companies such as NVIDIA and AMD plan to establish R&D centers in Taiwan, drawn by its robust AI hardware manufacturing capabilities. Taiwan envisions strengthened industry-academic collaborations and accelerated AI development through these partnerships. Furthermore, following TSMC’s investment in Germany, the Czech Republic and Poland aim to attract Taiwanese semiconductor manufacturing investment and are looking for collaborative opportunities in the field of advanced manufacturing and AI. International talent may maximize the potential in these related fields.

Global Traveler named Taiwan as the Best Leisure Destination in Asia
In August, the U.S. travel magazine Global Traveler announced the winners of the 2024 Leisure Lifestyle Award. Taiwan was awarded as the " Best Leisure Destination in Asia" once again. This award recognizes the world's top destinations, products, and services in leisure and lifestyle. Taiwan, renowned for its rich natural landscapes, unique cultural heritage, and world-class cuisine, offers iconic tourist attractions such as Taipei 101, the National Palace Museum, and Alishan, as well as numerous Michelin-starred restaurants, making it a prime leisure destination that blends nature with culture.
In May, Insider Monkey published a survey of the 'Most Loved Countries in Asia,' where Taiwan ranked second place after Malaysia. The survey evaluated five key indicators, including "Respect" "Visited" "Friendliness" "Diversity" and "Democracy." In addition to having Taiwan a robust economy and vibrant democratic, it is also ranked highly for its friendliness to foreigners, making it one of the most popular countries in Asia.

Employment regulations have been modified to facilitate the retention of foreign students in Taiwan. The changes include removing the limit on the number of students eligible to stay and work under the Points System (Scoring Criteria), as well as removing the restrictions on employment in the hospitality sector.
1. Removal of the Cap on the Points System: Nearly 13,000 foreign and overseas compatriot students graduate from Taiwan each year. The Ministry of Labor removed the cap and application deadlines for the points system as of August 1 to allow employers to hire graduates more easily.
2. Expansion of Employment Options: On August 26, the Ministry of Labor announced that foreign students with an associate degree or higher from Taiwan, with at least 80 hours of internship training from accredited institutions, will be eligible to work in the hospitality sector. A broader range of career opportunities are offered including housekeeping, reservations, front desk services, and restaurant staff.

With Taiwan's slow labor force growth, the recruitment of international talent is essential for many companies. Deloitte Taiwan recommends that businesses adjust their labor benefits to attract suitable international talent.
For the HR managers, it is crucial to offer a quality of life and salary that is competitive with that of their home country. In terms of salary, local hires may not receive compensation on par with their home countries. For instance, a Deloitte Taiwan employee relocating from Los Angeles accepted a lower salary if the overall living conditions and take-home pay in Taiwan were better than in the United States. Similarly, companies should improve the compensation packages for foreign students when transitioning them to positions in their home country offices.
Experts advise that Taiwan's service sector increases salaries at the entry level, establishes salary adjustment mechanisms, and creates career development paths for international employees. This recruitment strategy will help attract overseas talent and help the firm compete internationally.
