In the ‘2024 Business Climate Survey’ released by AmCham, Taiwan is deemed safe and stable and highly appraised for its economic dynamics. Personal safety and friendliness toward foreign nationals are the most attractive aspects of living and working in Taiwan. Rounding out the top five are social stability, Taiwan's world-renowned healthcare system, and its robust democracy and rule of law.
The Numbeo Safety Index by City 2024 ranks Taipei City as second in the world among 392 cities in the safety index, second only to Abu Dhabi, the United Arab Emirates. In addition, Taipei is also ranked first in the Health Care Index by City 2024 with the evaluation of 217 important cities around the world. The outstanding performance also showcases Taiwan's overall friendly environment which attracts international talents to live in Taiwan.
Taiwan took the third spot in the Asian Corporate Governance Association's (ACGA) ‘CG Watch 2023’ rankings, up one place from the previous survey in 2020. Corporate governance, the standards of conduct and procedures for managing a firm, provides the legal framework for efficient operations and is crucial for companies to raise their competitiveness and maximize shareholder value. Well-designed corporate governance creates a robust environment for companies to flourish and pursue sustainable development.
Taiwan scored 62.8 in the ACGA rankings, trailing only Australia (75.2) and Japan (64.6). Taiwan's 2023 total score, a 0.6 rise from 2020's 62.2, was Taiwan's highest-ever since the ACGA first began compiling the rankings in 2003. The CGW 2023 covers seven factors: governance and public governance, regulators, corporate governance rules, listed companies, investors, auditors and audit regulators, and civil society & media. Among the seven factors, Taiwan ranked No. 2 in Asia in governance & public governance, regulators, and auditors and audit regulators categories in 2023.
The quota for work permits based on scoring criteria is increased by 1,000 in 2024, bringing the total number to 7,000. Students willing to stay and work in Taiwan can plan ahead to ensure that prospective employers meet the requirements for hiring foreigners and actively assist employers in preparing the documents. Graduates working in Taiwan need a residence permit renewal to change the purpose of residence within the validity period.
The newly revised Immigration Act, aimed at providing foreigners with greater convenience, has been in effect since January 1, 2024.
(1) Extension of residency renewal period for foreigners: Foreigners applying for residency renewal can now submit their applications within 3 months before the expiration of their current residency, extending from the previous 30 days before the expiration.
(2) Extension of stay in Taiwan for foreign and overseas compatriot students after graduation: foreign and overseas compatriot students can apply for a 1-year extension of residency after graduation. If necessary, they can request for one additional extension, totalling a maximum residency extension of 2 years.
(3) Additional Provisions Permitting Permanent Residency for Spouse and Children of Foreign Specialized Professionals: Spouses and children under 18 years old or with disabilities of foreign individuals who have made significant contributions to Taiwan, possess high-level professional expertise or have received top awards in their respective fields, are now eligible for permanent residency in Taiwan.

Two leading international talent evaluations, namely the OECD Talent Attraction Indicators and the IMD World Talent Ranking may be of your interest.
(1) OECD Talent Attraction Indicator
The Organization for Economic Cooperation and Development (OECD) released the first ‘Indicators of Talent Attractiveness (ITA)’ in 2019, and the second report was released in March 2023. A total of 38 OECD and non-OECD countries are extensively evaluated. However, Taiwan has not yet been included in this evaluation.
(2) IMD World Talent Ranking
The International Institute for Management Development (IMD) released the ‘IMD World Talent Ranking 2023’ in September 2023. Taiwan ranked 20th among the 64 economies. Taiwan is ranked 3rd in Asia, next to Singapore (8th) and Hong Kong (16th). In the IMD World Talent Ranking report, three main categories, namely Investment and Development, Attracting and Retaining Talent (Appeal), and Talent Readiness (Readiness) and 31 sub-categories are applied as indicators.
