  • Q1: What are the procedures for foreigners to accept employment in Taiwan and apply for a work permit? What is the procedure to enter Taiwan?
    1. 1. To undertake employment in the Republic of China, a foreign worker shall sign an employment contract with the company (employer) first and have the company prepare the necessary documents and apply for a permit from the Ministry of Labor before the worker may work in the Republic of China.
    2. 2. Once the Ministry of Labor approves the employment application submitted by the employer, if the foreign worker is outside the Republic of China, he/she shall apply for a work visa from an Overseas Office of the Republic of China, and apply for a Alien Residence Certificate from the National Immigration Agency of the Ministry of the Interior after arrival in the Republic of China. If the foreign worker is already in the Republic of China and entered with a valid entry visa, he/she may apply for an Alien Residence Certificate at one of the service centers of the National Immigration Agency of the Ministry of the Interior. A foreigner who has entered Taiwan with visa-free program needs to apply for a new visa from Bureau of Consular Affairs, Ministry of Foreign Affairs before applying for an Alien Residence Certificate from the National Immigration Agency. Brunei, the Philippines,and Thailand passport holders who have entered Taiwan with visa-free program are not eligible for visa conversion.(White-collar professionals who have obtained a work permit and entered with visa-exempt entry please refer to Bureau of Consular Affairs official website at https://www.boca.gov.tw/mp-2.html for  the conditions and exceptions about applying employment visitor visa )
  • Q2: How long does the application review process take for hiring foreign professional workers?

    An application submitted online takes 7 working days (starting from the day after the application is received), given that all the documents are complete and both the employer and employee have met the criteria. Exception of application submitted in person takes 12 working days (starting from the day after the application is received), given that all the documents are complete and both the employer and employee have met the criteria.

  • Q3: How does one apply for a work permit for a foreign professional worker?

    1. Application submitted online: According to Article 7 of Regulations on the Permission and Administration of the Employment of Foreign Workers, employers hiring foreigners of type A shall use the on-line application function in Work Permit Application Webpage for Foreign Professional, the address: https://ezwp.wda.gov.tw/.

    2. Exception of application submitted in person: Employers hiring foreigners of type A shall use the online application .With the legitimate reason(for example: natural disasters such as earthquakes, typhoons, or website unavailable) and the approval from the central authorities, employers hiring foreigners of type A can apply on paper.

    i. Personally delivered Application to Reception Counter No.6 for processing(Address: No.39 Zhonghua Rd.,Sec.1,10 F1.,Zhongzheng District,Taipei City).

    ii. Mail application via registered mail. Address: No.39 Zhonghua Rd.,Sec.1, 10 F1., Zhongzheng District, Taipei City 100. Recipient: Workforce Development Agency(Foreign Profession Employment Application).

  • Q4: Where are application forms available?

    Related application forms can be downloaded from the EZ Work Taiwan website.(address: https://ezworktaiwan.wda.gov.tw/)Application Formsor obtained from the agency help desk(No.39 Zhonghua Rd., Sec.1,10 F1., Zhongzheng District, Taipei City).

  • Q5: In case the application is rejected, where can an employer file an appeal?

    The administrative disposition states that an employer whose application was rejected can file for an appeal to the Executive Yuan  within 30 days after receiving the rejection letter. The employer can then present an administrative appeal by sending a photocopy of the administrative disposition document to the Ministry of Labor. The disposition will continue to stand during the appeal process unless the ministry agrees to halt execution.

  • Q6: Do foreign professionals holding Employment PASS Cards within its valid period issued by the National Immigration Agency, Ministry of the Interior, need to apply for a work permit? If he/she wants to transfer to new employers, does the new employer have to apply for work permit to the Ministry of Labor for the foreigner?

     

    1.Foreigners who submitted the required documents to apply for resident visa, employment permit, ARC, and re-entry permit and obtained the Employment Pass Cards issued by the National Immigration Agency, Ministry of the Interior through application will not need to once again apply for employment permit from the Ministry.

    2.If it is within the valid period of pass card and the foreigner would like to change and be employed by another employer or to be employed by another employer at the same time, the new employer shall still submit an application for the employment permit to employ foreigner from the Ministry.

  • Q7: How much is the application fee for hiring a foreign professional worker? How is payment made?

    1.The review fee for hiring a foreign professional worker is NT$500 dollars per case.  No matter how many foreign professional workers they hire per case. They should pay NT$500 dollars.

    2.The submission method of review fee ( NT$500 dollars per case):
    (1) Online Application:
    (a)The applicants can transfer the review fees by post office to Account No. 19058848, account name: Application for Employment, WDA. Please fill out the receipt information in our system.
    (b) Payment on E-Government platform
    (c) Payment via ATM
       (d) Payment via Taiwan Pay

    (2.) Exception of Application:
     (a) The applicants can transfer the review fees by post office to Account No. 19058848, account name: Application for Employment, WDA.
    (b) Paying the review fees at the WDA cashier (address: Fl. 10, No. 39, Chung-Hwa Rd. Sec. 1, Taipei City, Taiwan, R.O.C.)

     
  • Q8: How does one apply for a work permit for foreigners with more than two employers?

    According to the Article 53 of the Employment Service Act. When foreign professional workers be employed for two or more employers within the duration of the employment permit, the second employer(s) shall apply for permit.
