For the domestic industrial development and enterprises’ overseas expansion needs for foreign professionals, Contact TAIWAN held four “2025 One-on-One Employment Meetings” in Hsinchu, Taichung, Taipei, and Tainan this year and all had concluded successfully. A total of 79 companies participated, offering 736 job vacancies and 2,469 openings. The meetings included international talents from India, Vietnam, Indonesia, Pakistan, Bangladesh, Thailand, and other countries. Altogether, 905 interviews were conducted, leading to 266 candidates being invited to second-round interviews—an impressive outcome.
The participated industries covered the areas of semiconductors, electronics manufacturing, ICT, logistics, and precision technology, and included major tech corporations such as SPIL, Foxconn, Dimerco, Pegatron, and ASUS. Companies also expressed strong appreciation for the potential of international talent, hoping to leverage their strengths to expand into global markets.
Among the participants, those with a STEM background are the main force, with over 70% holding master’s or doctoral degrees. Many praised Taiwan’s safe and friendly living environment and its promising industrial prospects. They actively submitted résumés and sought opportunities to engage with employers. According to survey results, salary packages, career development opportunities, and the presence of multinational companies are the primary factors attracting them to stay in Taiwan.
To help the international students challenged by unfamiliarity with employment regulations and job-seeking information, Contact TAIWAN continues to offer on-campus information sessions, and a special session was organized at NTUST on November 5th. Representatives from the Ministry of Labor, enterprises, and foreign professionals who successfully secured jobs in Taiwan were invited to share their experiences, helping international students narrow information gaps and improve their chances of employment in Taiwan.

Contact TAIWAN organized the “Taiwan Talent Recruitment Mission to Indonesia,” visiting Bandung Institute of Technology (ITB) and Telkom University in mid-September 2025 to hold two on-campus recruitment events.
ITB is Indonesia’s first established technological university, ranked 255th globally by QS, and is the nation's top institution in engineering fields such as mechanical engineering, chemical engineering, electrical engineering, chemistry, and environmental engineering. Telkom University, a high-quality private university, excels in engineering, business, and management, and ranks 12th nationally according to QS.
The two events featured 15 Taiwanese companies from sectors including chemicals, automotive components, precision machinery, ICT, electronics, finance, biomedical devices, and green energy. Each campus event attracted over 100 participants, and companies collectively received more than 1,000 résumés.
Corporate representatives stated that the events aligned well with their recruitment strategies, focusing on “talent localization” and “diversified employer branding and recruitment channels,” helping meet the demands of multinational talent deployment.

Amendments to the Act for “Recruitment and Employment of Foreign Professionals “— Key Benefits for Attracting and Retaining Global Talent
Since the Act for Recruitment and Employment of Foreign Professionals (Foreign Professionals Act) came into effect in 2018, it has undergone its first amendment in 2021 and another revision this year to keep pace with global trends. The latest amendment has announced by the President on September 24 and is expected to take effect on January 1, 2026.
I. Greater Flexibility for High-Quality Talent to Work in Taiwan
The amended act further relaxes requirements for foreign youth seeking employment in Taiwan. Graduates from the top 200 global universities may apply for a personal work permit without employer sponsorship. The requirement for two years of work experience is also waived for graduates from universities ranked within the global top 1,500 (previously limited to top 500).
Additionally, overseas Chinese and international students may work in professional positions without applying for a work permit during their post-graduation job-seeking period, which has been extended to two years.
II. Easier Access to Permanent Residency(APRC)
Overseas Chinese and international students holding an associate degree or higher from Taiwan may deduct 1–3 years from the required continuous residency period when applying for permanent residency. Furthermore, foreign special professionals who meet certain government-specified criteria—such as global elites earning over NT$6 million annually—may apply for permanent residency after just one year of residency.
III. Enhanced Social Benefits
Under the amended act, foreign professionals with permanent residency are covered under employment insurance, enabling access to unemployment benefits, vocational training allowances, and parental leave allowances. Those without permanent residency may still participate in the labor pension system, ensuring retirement contributions accumulate and encouraging long-term retention.
IV. Extended Digital Nomad Visa Duration
Foreign nationals holding a digital nomad visa were previously allowed to stay in Taiwan for up to 6 months. Under the revised act, the maximum stay is extended to 2 years. Taiwan hopes to attract more digital nomads to serve as bridges between Taiwan and the world, boosting tourism and increasing international visibility.

The International Institute for Management Development (IMD) in Switzerland released its 2025 World Talent Ranking in September. Among 69 evaluated economies, Taiwan ranked 17th—improving one position from last year and marking two consecutive years of progress. In Asia, Taiwan ranks behind only Hong Kong (4th) and Singapore (7th).
In the 2025 IMD rankings, Switzerland is first, followed by Luxembourg and Iceland. Completing the top ten are Hong Kong, the Netherlands, Sweden, Singapore, Denmark, the United Arab Emirates, and Australia.
Across IMD’s three main pillars—investment and development, attractiveness, and readiness—Taiwan ranks 21st, 16th, and 11th, respectively. Notably, Taiwan performs strongly in employee motivation (3rd) under attractiveness; health infrastructure (4th) and employee training (6th) under investment and development; and basic education level (3rd) and science graduates (7th) under readiness.

In the Times Higher Education (THE) World University Rankings 2026, National Taiwan University (NTU) made a remarkable leap of 32 places to rank 140th globally, marking its best performance in four years. In total, 14 universities in Taiwan were listed among the world’s top 1000. China Medical University is ranked in the 301–350 band; National Taiwan University of Science and Technology, National Tsing Hua University, National Yang Ming Chiao Tung University, Taipei Medical University, and Asia University are ranked 401–500. National Cheng Kung University, National Taiwan Normal University, and National Yunlin University of Science and Technology fall within 501–600; Chang Gung University, National Sun Yat-sen University, and Yuan Ze University are ranked 601–800; and Kaohsiung Medical University is positioned in the 801–1000.
Taiwan’s top universities excel in industry–academia collaboration. For instance, China Medical University integrates Western and Chinese medicine, pharmacy, and a major hospital system, and has partnered with Phison Electronics to build an AI Smart Healthcare Talent Ecosystem. National Cheng Kung University actively promotes AI and green talent development through initiatives such as the Ministry of Economic Affairs’ AI Elite Program and the Ministry of Environment’s Net-Zero Green Talent Training. The strong global performance of Taiwan’s universities is closely tied to these robust collaborations between academia and industry.
